Achieving Bologna Goals: Where Does Europe Stand Ahead of 2010

Ten years have passed since the signature of the Bologna declaration. Seventeen countries have joined the process; since then, several new action lines have been added and the original action lines have often gained a new and more sophisticated content. The 2009 Bologna Stocktaking exercise included the traditional quantitative indicators, the criteria this time being designed to evaluate the goals set for 2010. In addition, particular emphasis was put on qualitative analysis on this occasion to provide a realistic picture of what has been achieved and which initiatives will take more time than anticipated to implement. Relating examinations to the Common European Framework: a manual

This article deals with the linking of examinations to the Common European Framework of Reference (CEFR). Following the rapid adoption of the CEFR by the Council of Europe and the European Union as well as many national and local actors, there have been calls for guidance on how examinations could be made more transparent by means of the CEFR, especially by using its calibrated scales as a tool. The Council of Europe has recently produced a preliminary pilot Manual, which presents a procedure for doing this. Is Education Getting Lost in University Mergers?

Mergers are common phenomena in higher education institutions. Improving educational quality is typically one of the stated goals of university mergers. Yet, little information exists about how merging institutions approach this goal. This paper presents results from a study of planning documents created prior to four mergers in the Finnish higher education system. These documents show that there was little concrete attention given to the educational issues related to the mergers. Alignment between standardized assessments and academic standards: The case of the Saber Mathematics Test in Colombia

In this study the concept of alignment is analyzed by presenting the results of a study that examines the degree of alignment between a standardized mathematics assessment and a set of academic standards. The alignment was examined using the Webb model and the results suggest that the degree of alignment between standardized assessments and academic content standards is not the most appropriate and therefore the results should be interpreted with great caution and stakeholders must be very careful with the type of decisions that are made based on the results of these types of assessments.

In this chapter, the author maintains that rankings of universities and their social carriers participate in the relatively successful practical realization of the academic standards they seek to codify and of the shaping of reality according to the criteria they promote.
